Viz the speeding camera I'd say that if they won't state who was driving it must by default be the owner unless they can prove otherwise (and if they do that then let their insurers know in case they don't have multi-user insurance).
I hate the way drivers (and scarily the AA & RAC) keep selfishly having a go at speed cameras, and excusing it by making out that they're used to raise revenue. If you weren't speeding it would make no odds if the camera was there or not - and speeding is breaking a law. If you want the speed limits changed upwards launch a legal campaign.
