As I understand it from one recent article on the NHS deforms there's not many actual career civil servants left in the Dept of Health anyway. The impression the article gave was that the DoH had been stuffed with ex-NHS managers or ex-consultants (the hire in at great cost, not the doctor, type) over the last ten years or so anyway.
