I finally got a cat case today, and managed to finish off Declare, which is a Really Good Book (TM). Although still feeling quite ill, I'm shortly off to Formal at Fitz, which should be nice.
Have you read The Arabian Nights? I've just started reading it in ebook form on my Psion, and am getting very strong "oh, that's where that weird thing in Declare came from" vibes; besides, it's good storytelling with an extremely bizarre culture set behind it.
How much else of Tim Powers' have you encountered? The Anubis Gates is wonderful, though I found the Expiration Date / Last Call / Earthquake Weather Californian - ghosts - Fisher-king - poker trilogy just slightly too disquieteningly weird.
I read the Arabian nights many many years ago, so that Declare picked up resonances rather than me actually remembering many of the referenced events. I've read a fair bit of TP, though not Last Call. Expiration Date and Earthquake weather are somewhat diquieting, but I liked that in them.
