I think you must have mis-identified the interrogator - Marv isn't involved in the books and I would have thought I'd have noticed him turning up there in the film.

Kevin's there (and doesn't intervene) in the book too. It's not clear that he's in a location that means he'd notice what's going on - in the book he's sitting indoors reading bible - but even if he did notice he might be disinclined to get involved unless he's personally threatened. (And he is, after all, a nutcase.)

Yeah, the guy beating up Hartigan isn't Marv. I've not read the books either (though the whole film felt to me exactly like readong a graphic novel does) but it more or less made sense in between the grat. violence..
