I would have thought so, given thermostatic mixer showers are pretty common.

Ah. I've only ever encountered thermostatic power showers (which I assumed were thermostatic on the heater element) and non-thermostatic showers that run from the hot water supply.

If it's possible to get a shower that stays at the same temperature when someone flushes the loo, where do I sign up?

Ours does that; if you have a combi-boiler, then they're straightforwardly available (it cost our landlord a few hundred quid to have installed, which was about twice the cost of replacing the failed power-shower). I really like it, [livejournal.com profile] atreic claims it doesn't get hot enough for her (but we've not tried fiddling the internal themostat).

Power showers don't have a heating element. Electric showers have a heating element. (You may justly claim that power showers are electric too, but it's a naming convention.) Power showers are generally gravity fed from loft tanks; electric showers are mains fed.

It is possible to get thermostatic power showers. The thermostatic valve in mine appears to be entirely mechanical — it's not connected to the power source. I've no idea how it works, but the part is apparently 80+ quid to replace if it goes wrong.

However, it wouldn't change temperature anyway when you flush the loo, because all the cold water in my house except for the shower feed comes directly from the mains. I've never tried asking someone to turn on a hot water tap while I'm in the shower, but I guess that would affect it if it weren't thermostatic.

I've only come across these once, in the Netherlands, and fell completely in love with them. Having a set temperature so you can just adjust the pressure is wonderful! No-one is Aus seems to have heard of them though. :(
